Topic: what is that stuff?

I am starting to work on a room with paper that has been up at least 15 years ( it was there when we bought the house) The paper peeled right off but what is left looks like liner but it is rough ( sand like surface) a little brittle and impossible to get off. I have no idea what this is, some kind of old fashion paste maybe? or how to get it off ( I don't think whoever put it up primed the wall) what should I do?

It could be the backing of the paper that came off. Some papers seperate when being removed. If it is paste it should re-activate with hot water and a product called DIF. May take a few soakings and then srub with a brush and scrape off the paste.
