Latar Belakang

Bahagian Pengurusan di wujudkan dalam penstrukturan baru Lembaga Peperiksaan Malaysia. Ia merupakan bahagian yang terdiri daripada Sektor Pengurusan Maklumat dan Pembangunan Teknologi, Sektor Khidmat Pengurusan dan Sektor Pengurusan Dasar dan Perkembangan. Merupakan satu bahagian yang amat penting dalam merealisasikan visi LPM sebagai Assessment Leader by 2020. Untuk itu penyelarasan diantara sektor-sektor diperlukan bagi memastikan setiap individu memahamai fungsi dan peranan mereka dengan jelas.


Objektif


Mesyuarat ini dilaksanakan untuk mencapai objektif berikut :

1. Menyediakan Dokumen Fail Meja/Prosedur Kerja

Dokumen yang memaparkan secara terperinci Visi, Misi, SKU dan SKT, Fungsi, Sektor/Unit, Senarai Tugas Pegawai/Kakitangan, Norma Tugas dan Carta Alir

2. Menyediakan Blue Print

Dokumen yang memaparkan secara terperinci ketetapan bagi pelaksanaan aktiviti-aktiviti dibawah SKU/SKT dari segi APA, BILA, Di Mana, Siapa, Produk dan Anggaran Perbelanjaan

3. Takwim

Kalender yang memamparkan tarikh aktiviti yang akan dilaksanakan

4. Dokumen Bajet

Anggaran perbelanjaan sector/unit yang diubahsuai (selepas kelulusan) mengikut penstrukturan semula LPM

5. Menyediakan Ringkasan Projek

Dokumen yang memaparkan secara terperinci projek jangka pendek atau jangka panjang yang dirancangkan untuk mencapai visi dan misi


Rasional


Rasional menyediakan dokumen yang dinyatakan adalah :

1. Menyediakan Dokumen Fail Meja/Prosedur Kerja

Dokumen yang memaparkan secara terperinci Visi, Misi, SKU dan SKT, Fungsi, Sektor/Unit, Senarai Tugas Pegawai/Kakitangan, Norma Tugas dan Carta Alir

Diwujudkan atas kesedaran sesebuah bahagian / sektor/ unit perlu mengetahui Halatuju , Fungsi dan Peranan masing-masing

Membolehkan setiap ahli dapat berfungsi dengan berkesan dan cekap

Dibina bersama antara pihak pengurusan dengan pelaksana

2. Menyediakan Blue Print

Dokumen yang memaparkan secara terperinci ketetapan bagi pelaksanaan aktiviti-aktiviti dibawah SKU/SKT dari segi APA, BILA, Di Mana, Siapa, Produk dan Anggaran Perbelanjaan

Diwujudkan diatas kesedaran keperluan pelaksanaan tugas-tugas dan tanggungjawab penting, banyak dan pelbagai itu dimulakan dengan perancangan yang rapi, bertujuan membolehkan pelaksanaan tugas secara terancang, terkawal dan berkesan

Mengariskan prinsip dan piawaian dalam pelaksanaan aktiviti-aktiviti tertentu

Mempunyai ciri susun atur yang memudahkan pemantauan, penyeliaan dan pengawalan kualiti

3. Takwim

Kalender yang memamparkan tarikh aktiviti yang akan dilaksanakan

Untuk memastikan keselarasan dan tiada aktiviti yang bertindan

4. Dokumen Bajet

Anggaran perbelanjaan sector/unit yang diubahsuai (selepas kelulusan) mengikut penstrukturan semula LPM

Memastikan aktiviti yang dijalankan adalah didalam anggaran perbelanjaan yang diluluskan

Dear Guests,

Just came back from Mesyuarat Penyelarasan Bahagian Pengurusan , Lembaga Peperiksaan Malaysia at Hotel Citybayview , Penang from 17/4/05-20/4/05. This meeting was supposed to be the "retreat" for the Division which was postponed from Kucing. Was attended by the new helm of the Management Division.

Among others who was present as the new Head, Madam Marlin Abd Karim, Dr Hj Khodori Hj Ahmad (new Head of Sektor Pengurusan Dasar and Pembangunan), Dr Mohd Hazim Mokhtar (new Head, Sektor Pengurusan Maklumat dan Pembangunan Teknologi) and Mr Abdullah Awang ( new Head, Sektor Khidmat Pengurusan, M52). Others were the new head of units from each sectors i.e. Psychometric (Dr Jamil Adimin), Research and Development (Hjh Norizan Desa), Quality Assurance and Standards Fixing (Mohd Najib Ali), Information Management and Data Processing ( Abd Jalil Abd Hamid), Technology Development (Dr Wan Illias Wan Salleh), Assessment Support and Documentation (Mdm Mawarni Hassan) and Finance and Account (Mr Jamaluddin Ramli), missing are heads of Human Resource, General Admin, Perolehan and Pembangunan which is yet to be filled. Also present were selected JPN Officers and selected teachers (why them ?).

The Opening ceremony was done by Mdm Marlin Abd Karim on the 18/4/05. In her maiden speech , we were told of the vision, mission and directions of her management. Happily to share, were some points of her speeches.

Some points brought up from her :

1) Smart, Pro-Active and Constructive ( Bestari, Pro-Aktif and Konstruktif)

2) Think of the unthinkable and do the unthinkable/undoingable (ada ka word ini?)

3) Mengurus dengan bijaksana

Followed by the Organising Head , Dr Hj Khodori Hj Ahmad (Head of SPDP)

Points of his :

1) Calibrative management

2) Variety is spices of life

3) Intergration of varieties

Pengendali felt it was a good start from the experts and the helm as this is the only division who boast to have 3 + 1 Phd holders ( or maybe more ). Of course the key to success is harmony and cooperation which needs good and wise managers to manage and administer. So great was, this division comprise PTD officers of Grade 52 and services of Grade F officers and staffs.

Unfortunately, Pengendali suddenly remembers that the "minute of first meeting" was not handed during the meeting. Among others, Pengendali is waiting for is, the message of doing work as "cepat, cekap, tangkas dan betul" dan “mendahului masa adalah lebih baik”. Correct me if I'm wrong. After all, this my dairy. And doing the unthinkable is none the business of others.

We started with what supposes to be grand days to be tables of paperworks. But it's a good start anyway, things we were asked to do are :-

a) Penyediaan Dokumen Fail Meja / Prosedur Kerja

b) Menyediakan Blue Print

c) Takwim

d) Dokumen Bajet

e) Menyediakan Ringkasan Projek

A good 2 ½ days of work from morning till night. A grand way for a grand division. But that's work. Welcome to the new division.

2nd Day, Dr Hj Khodori reminded us on “pengurus yang destruktif akan membunuh sesuatu organisasi”. Hendaklah pengurus menghormati pendapat dan usaha kakitangan bawahan , jangan memadamkan perkara yang tidak sepatutnya boleh dijalankan, bunyi macam toleransi dalam menjalankan kewajipan.

Pengendali turut memerhatikan perjalanan mesyuarat, jelas new Heads also seems to be the new brooms, though, deep in the mind , do they know what’s going on, as most of them starts from elsewhere. Are there hidden agendas in the restructuring and promotional exercise ? In vain, no introductionary meeting was held in UPMPD unit. Fantastic start.

Work has to be done, luckily UPMPD was “ever-ready” , the unit presented their first draft before hand. A very good start but was suddenly chop-off by the "destructer", why, the others haven’t done as what we had done, so let’s balance things and work cooperatively. The question comes , why the scribblings done, the draft presented was followed accordingly, the contents are from what was presented the previous years, what needed was the touching-up, but was reminded, that patient is the best thing to do. Question again, why doesn’t a pro-meeting held before hand, why does the guidelines given previously changed by someone who comes from no-where. Just because he’s the head, we have to follow him, where is the openness and the transparencies called before ? Are the sayings said just to accommodate the official openings ? Will the changes called for, are meant to be ? Are the brasses really sincere ? Will history repeats ? Are the directions meant for someone ? Should this be condone ? These so call professional managers, are they really professionals ? Should this be on deaf ears or the answers will always the sweetest of words.

Pengendali heard of one of the top brass mentioned “ni macam syok sendiri “ when stumbled upon some of the papers presented. Looking at the new structure, before hand, the Head of Division (DG54), Head of Sector (DG52), Head of Unit (DG48), Head of Sub-Units (DG44) ; but in-reality none survives even Dr Mat Jenin (MJ) was still the (Dr) we know, only one pass with colours, i.e. the M52 brass; in due a short-meeting was called for , in-turn, the victims were the blue-collars and the white-collars. Was instructed to re-do ( a blundering work after the efforts ), now the structure will be :-

Spot or notice anything , worthy ? Most of us know one need to pass PTK and etc for promotion, but can a non-passer surpassed the ruling and procedures. Ask not from others, as yourself wheter you deserved it? Where are you in this organization structure ? No prizes for being right . Do you need anything more or do you feel like saying or writing something ?

On one instance, Pengendali slyly told that UPMPD has their own website, an effort that should be accepted as the unit itself was called Unit Pengurusan Maklumat dan Prosesan Data, a unit of an IT division, which rightfully should potrays an IT based, but a clown with a rank brass questioned why and what is the purposed of the site, further ahead, a clown of so-called expert status was sent to Pengendali , trying to be funny and smart by asking Pengendali for Pengendali’s internet account, in the pretext, of wanting to browse the internet, what a fool he is, better fly kites “expert”, my advise is stick to your nose, cook your own food and wash your own clothes. Let’s pray that the sayings are meant for honesty and sincere work towards Allah. Another instance was, the same clown and his side-kick felt they are on top of the world as , again, in the pretext of being an expert, convincingly, act as a so-called mission trying to know what’s behind Pengendali’s agenda. But Allah is Maha Pengasih dan Penyayang , those fools could not scrap into the agendas. But fools are fools, they never stopped, jokingly they try to humiliate Pengendali again and again, now it’s Pengendali’s turn to ask. Why do they want, actually ?

Even, staff pinching internally was done right in-front of our eyes, is this OK with the new management. But let them pinch, the clowns should know about this. They are stealing on others, stealing at other expenses and yet they acted God.

Some might asked what is Pengendali trying to do. Nothing is the answer. This is my column, my way of putting my time to use. More to come, if Allah permits, as the saying goes “sampaikan walaupun dengan sepotong ayat” , though my writing may be wrong nor right , it depends on the wisdom of readers or browsers.
