yes you can. it would actually be better to vote for the people you really believe in than filling up the ballot with whatever name comes to mind. you might accidentally vote for a no-gooder. |

You know what, i think we have to fill up the 13 slots because my dear, the idiots out there are gonna do some magic on your ballot and some magical appearance of miriam, enrile and whoever the idiot's name is gonna take place in your ballot. just vote 13-0, ppc! |
